# Fork Decision

The lock begins with two competing facts:

1. Spain have not conceded in the current World Cup sample.
2. Belgium have repeatedly created BTTS/high-event states in the same tournament window.

Turtle's decision is not to average these facts into a vague 1-1 default. The clean-sheet fact is more decisive because it is attached to the stronger result side and was the exact failure mode in Portugal-Spain. Belgium's scoring fact is still real, so it is preserved with 1-2 Spain and 1-1.

Final fork order:

1. Spain clean-sheet control: 0-1 Spain
2. Spain clean-sheet cushion: 0-2 Spain
3. Spain result with Belgium wall-break: 1-2 Spain
4. Draw/block wall-break: 1-1
